Man, his creative and labor potential are the greatest social values. Due to the various "bundling" of personal qualities and professional skills, people's achievements and their ability to benefit society are not the same. In order for each employee’s efforts to be rewarded, potential employees and people with a stable workplace undergo a social assessment procedure.

The mechanism of personnel regulation involves the identification of talented and promising personalities with the aim of further developing what nature and their own ability to work bestowed upon them. At the same time, people with less merit (more lazy, lack of initiative, incapable of learning) do not remain outside the scope of labor efforts. The pressure of the team and the stimulation of the natural desire for self-improvement can improve the quality of staff.

The identification, selection and promotion of decent workers are signs of the adequacy of a social assessment. It is not always gentle: those who are involved in production, science, management and culture should be only the best, and the worst “cut off”, but with a reservation. It lies in the fact that, provided that working on oneself and filling in knowledge gaps, any “screened out” carrier of labor can take its place among workers.

Proper social assessment is the basis of economic development. The appointment of inappropriate people to senior posts, together with ignoring the professional and personal growth of lower-level employees, is an unjustified oversight of those who are building a personnel policy, as well as an indicator of destructive trends in the social assessment system. The lack of competence of management personnel is more harmful to the economic health of an enterprise or government institution than minor flaws in the work of ordinary employees. Therefore, it should be managed by those who have professional, communicative, personal prerequisites for this, and not those to whom the duties of a manager are a burden.

Social assessment of personnel has a motivating effect. For example, if schoolchildren are periodically given an assignment, but never checked, the children lose their desire to learn, because no one evaluates their efforts anyway. The same mechanism works in the workplace: there is the result of labor, but there is no assessment - it is bad; there is no result, but there is an estimate - also bad; there is a result and an assessment - exactly what the employee needs in order to feel necessary in the production or in the service sector.

If the mechanism “work - evaluation - reward or censure - positive changes" is violated, everything that contributes to normal work will be in danger. A close-knit team will turn into a disorganized crowd, the authority of the leader will be shaken, the fragile motivation to work will shatter. The employee needs guidance, idols to follow and a clear "road map", that is, an algorithm of actions to fulfill duties. Lack of social assessment deprives employees of what is vital for their professional development. The evaluation results affect the position of the employee in the team, the distribution of material compensation on the principle of social justice.
