You need to choose the legal form of business and register it. Massage salon can be issued as individual entrepreneurial activity. To register an IP, you will need the following documents: an application for state registration of an IP, a passport of your IP (copy), a receipt on payment of state duty, TIN (copy), your contacts (address, phone number and other contact information).

In the All-Russian Classifier of Types of Economic Activities, find the code corresponding to your type of activity - it will also need to be indicated. After registering an IP, you will receive a certificate of registration of an individual as an IP, a document on assigning a TIN and an extract from the unified state register of individual entrepreneurs (EGRIP). After that, you will need to choose a tax system.

When you select a room for the salon, it will become necessary to obtain permission for its operation from SES employees and firefighters. Next up is licensing. Massage is a medical service, so obtaining a license for it is required. To do this, you also need to collect a whole package of documents that should be submitted for consideration to the Federal Service for Health Supervision. The consolation is that this procedure will need to be completed only once, because a license is issued once and for all.

To obtain a license you will need: a full package of constituent and registration documents of the IP (charter, memorandum of association, certificate of legal entity, confirmation of registration with the tax authority, etc.); documents for the ownership or rental of the massage parlor premises (rental agreement or document of the premises owner, BTI plan); conclusion of SES and fire supervision, confirming compliance with sanitary requirements and fire safety standards; a package of documents confirming the compliance of the head with all licensing requirements (higher medical education, work experience of more than 5 years, passing advanced training courses); a package of documents confirming the availability of the necessary material and technical base for the provision of services (equipment, materials, etc., which also must have confirmation of compliance with safety requirements). You will also need a receipt on payment of the state fee for filing and considering an application for a license.
