After completing the construction of a separate garage unit, you will need to commission the garages, even if they are built in your territory. For this, it will be necessary to draw up and receive an act of putting them into operation.

An act or permit for putting garages into operation is issued by a body authorized by this administration of your municipality, in accordance with the Town Planning Code of the Russian Federation. Check with the administration which municipal authority is authorized for this, and submit an application addressed to its head. In the application, indicate your last name, first name, middle name, passport details and address of residence.

Provide in the application all the necessary information about the constructed object and attach a copy of the permission to build a block of garages or one garage. Prepare and attach also the originals of the following documents: a certificate of land ownership or a lease for the land plot, a certificate and state registration of this land plot, its cadastral plan and a diagram showing the location of the constructed garage. An opinion of the licensed authority is also required, certifying that the construction is in compliance with the standards.

Currently, local governments authorized to issue permits for construction and commissioning make requirements for the composition of the package of documents different for each municipality. It should be clarified in the administration what documents you may need additionally. It is likely that in addition to building permits and surveys, you may be asked for a geological certificate of the engineering properties of the soil, an analysis of groundwater, a certificate of the actual cost of building garages, a certificate from the technical expertise bureau and BTI.

The application and the package of documents must be transmitted by inventory. It should be marked with the admission. The registration body is obliged to issue a decision on the issuance of the commissioning certificate to the hands within 10 days from the date of receipt of the application. It can also be obtained by a person who has a power of attorney from you, duly executed.

If there is a refusal to issue a permit for commissioning, it must be reasoned in writing, which makes it possible to challenge it in court.
