The entire process for filing a complaint is regulated by the Federal Law of the Russian Federation No. 59-FZ "On the Procedure for Considering Appeals of Citizens of the Russian Federation". Verbally, a complaint can be submitted directly to the official and to the dispatch service. In the first case, you must make an appointment. A complaint can also be made in writing, while it indicates the name of the body and the official to whom the complaint is sent, be sure to write your own contact details (name, address, city, etc.), otherwise the letter will not be considered (except for letters containing reports of crimes). The letter must fully reflect the essence of the claim, it is necessary to indicate as much information as possible about the person to whom the complaint is written, the circumstances in which the offense occurred. If there is documentary evidence, it is advisable to attach copies of it to the letter, in some cases it is required to be notarized), indicate the coordinates of the persons who witnessed the violation. It is also advisable to indicate the articles of laws and regulations protecting your rights in this case.

A letter can be sent simultaneously to several authorities, whose competence includes the issue under consideration, therefore, it must be prepared in several copies. You can also leave a complaint to the office. The term for consideration of the letter does not exceed 30 days.

If the complaint is not satisfied, the decision of the court may be appealed to higher authorities. A complaint may be filed with the prosecutor's office (moreover, one can complain to the prosecutor at any stage of the appeal).
