On July 30, 2011, the new version of the “Agreement on the Licensing Rules in the Field of Foreign Trade in Goods” entered into force. According to this legislative act, the validity of a license of a customs carrier cannot begin more than 3 months after the date of submission of documents for its execution. Register your organization as a legal entity with the tax authorities and get statistics codes indicating the type of activity (transportation). Open a bank account.

Form a car fleet and rent or buy premises for garages, a warehouse and repair and adjustment work and insure them.

Contact the Department of Transport to obtain a license for transportation, where you will need to submit the following documents:

- copies of constituent documents of the enterprise;

- certificate of registration with the tax authorities;

- copies of documents on the right of ownership or rental of vehicles and their data sheet;

- information about employees;

- copies of certificates of ownership of the premises or a copy of the lease;

- insurance certificate.

After that, you will need to work for at least 3 years on the domestic transportation market before you can apply to the office of the Customs Union for a license.

Invite a customs officer to issue you a certificate that your vehicles are suitable for transport under customs seals and seals.

Check out the Unified List of Products to which export and import restrictions and bans apply before entering into foreign trade contracts.

Prepare the following documents:

- copies of constituent documents of the enterprise;

- copies of concluded export-import contracts;

- copies of documents on the right to own or rent vehicles and their data sheets;

- information about employees;

- copies of certificates of ownership of the premises or a copy of the lease;

- a certificate of open bank accounts;

- extracts from the balance sheet and financial statements certified by the head;

- an audit report on the status of the financial statements of the enterprise;

- bank guarantee;

- contracts for the carriage of goods (one for each quarter over the past 3 years);

- insurance certificate.

The term for issuing a license is 30 days. It will be valid for 3 or 6 years, at the choice of the enterprise and with the consent of the Customs Union.
