Define the goals of the organization. These may be charitable, social, cultural, scientific goals, health protection, the environment, and the satisfaction of the spiritual needs of citizens. Think over and choose a name for the organization. It should reflect the territorial scope of activity (local, regional, interregional, etc.). A public organization has the right to carry out its activities only in the territory of the subject in whose territory it is registered and has its own structural units. When choosing a name, proceed from the fact that it should reflect the goals of creating an organization and be unique.

Define the composition of the founders of the organization. It should be capable individuals or legal entities (public organizations). To register a public organization, at least three founders are required.

Prepare a package of documents for submission to the registration authority:

- a statement certified by a notary;

- Charter;

- protocol of the decision to create a public organization;

- documents confirming the right to use a legal address;

- receipt of payment of state duty.

Submit a package of documents to the registration authority (Ministry of Justice). Registration takes about two months. Upon consideration of the documents by the inspector of the Ministry of Justice, a decision is made to register a public organization or a reasoned refusal is made. The Ministry of Justice sends the documents after registration to the tax authority to make an entry in the Unified State Register of Legal Entities. After that, the documents are returned to the Ministry of Justice.

After the Ministry of Justice receives documents from the tax authority within three business days, you (the applicant) should receive a certificate of state registration. From this moment on, a public organization is a legal entity with all rights and obligations arising from this fact.

Contact the tax authority and the statistics authority to register for the appropriate types of accounting, get the appropriate certificates.

Open a bank account, then notifying the tax authority within five days.

Carry out the registration of the legal entity in off-budget funds (Pension Fund, Compulsory Medical Insurance Fund, Social Insurance Fund). After that, you have the right to fully carry out the activities provided for by the Charter of a public organization.
