How to create a laboratory

In accordance with the order of the Ministry of Education and Science of the Russian Federation of February 27, 2009, special laboratories carrying out scientific or scientific-technical activities can be created on the basis of educational institutions of higher professional education. The order of creation and functioning of such laboratories is regulated by the relevant provisions.

The laboratory is a structural unit of a scientific organization and carries out scientific (scientific and technical) activities on the basis of a higher educational institution. At the same time, the laboratory is not endowed with the rights and obligations of a legal entity. The activities of the laboratory are regulated by the organizational and legal forms of the scientific organization adopted by the university.

The foundation for the creation of the laboratory is the charter of the scientific organization and the corresponding agreement on the creation of the laboratory. An agreement is concluded between a scientific organization and a university.

The purpose of the creation of the laboratory is activities in the field of science and scientific and technical creativity within the framework of research topics of the educational institution and scientific organization. The implementation of such activities should also be consistent with the educational programs of the university.

The legal basis of the laboratory’s activities is enshrined in the Federal Law “On Science and the State Scientific and Technical Policy” and other laws, regulatory and legal acts of the Government of the Russian Federation. Specific features of the functioning of the laboratory are indicated in the charter of the scientific organization, the regulations on the laboratory.

The regulation on the laboratory is approved in the manner prescribed by the charter of the organization. It contains indications of the goals of creation, types of activities, the structure and order of management, personnel policy, financial support of the laboratory.

The scientific organization (with the participation of the educational institution) manages the activities of the laboratory in accordance with the contract and other acts. The scientific organization also carries out the selection and placement of laboratory personnel.

A higher educational institution provides its students, graduate students and doctoral students with the opportunity to participate in the laboratory activities insofar as this is provided for by the laboratory's work plans and the agreement on the creation of the laboratory.
