The word "tender" is widely used in modern Russian, although it has an English origin (to tend - to serve). Today, the economic content of this term has almost completely replaced its other meanings, and therefore it makes sense to recall what can be called a “tender”.

And although there is no term tender in Russian law, it is increasingly being used to refer to open or closed tenders or competitions. In particular, all state contracts for the purchase of goods or for any work are given to the winners of tenders, which are held on the basis of fair competition.

Tenders are one-stage and two-stage, open or closed.

Two-stage tenders are held when purchasing complex products or services. At the first stage, the customer studies the proposals of bidders and formulates specific requirements for the order. At the second stage, the selection of suppliers that satisfy the customer as the quality of the goods, services, and their price.

Open tenders are held to place an order for the supply of goods, works, services that meet the quality requirements, delivery times and price criteria. Open bidding is open to all those who wish to participate in the companies that submitted the application for participation on time and correctly executed it. Open competitions are held both at the state level and in individual cities and companies.

Closed tenders are held when purchasing highly specialized goods for defense purposes or when placing orders of state interest in research centers and laboratories.

Tenders, as a fair resolution of disputes in the struggle for the customer, are increasingly used in the global economy. This allows the development of truly conscientious companies, as well as avoiding manifestations of corruption and deception.
