Creating your own radio station is quite possible, although this process is very time-consuming and consists of many stages. Anyone who decides to create a radio station will need to create a legal entity, develop a detailed business plan for the radio station and obtain certain licenses and permits.

To create a radio station, in addition to searching for an office, personnel, registering a legal entity and an advertising campaign, you must develop your own frequency and obtain certain licenses. The constituent documents of a legal entity should indicate the following activities: the creation of radio, television and additional programs, broadcasting and broadcasting of additional information, commercial and political advertising, activities in the field of mass media (mass media).

The Federal Service for the Supervision of Compliance with Legislation in the Field of Mass Communications and the Protection of Cultural Heritage must register the media. To do this, write a cover letter and fill out the application in the prescribed form, which will contain, among other things, such information as:

In order to develop its own frequency, it is necessary to prepare a package of documents in the FSUE “Main Radio Frequency Center”, containing, among other things, a cover letter, information about the applicant, information about the legal entity created for the radio station, information about the purpose of the radio frequency, the period for which the radio frequency is needed. These documents must be accompanied by the form No. ID-TV, VHF FM, which is certified by the seal of the legal entity and signed by the head. If the FSUE “Main Radio Frequency Center” responds positively to the statement, it will conclude an agreement with the owner of the radio station to develop the radio frequency and, after paying the bill, will begin work on such development and coordinate the frequency with interested state bodies.

The next stage is obtaining licenses of Rosokhrankultura and Rossvyaznadzor. If the broadcasting area of your radio frequency will cover settlements with a population of 200, 000 or more, then the license for Rosokhrankultura will need to be obtained on a competitive basis. The competition is initiated by the person concerned. To open it, you will need to submit to Rosokhrankultura documents containing the business plan of your radio station, documents of a legal entity, the concept of broadcasting.

Obtaining a license from Rossvyaznadzor is much simpler: all that is required of a license applicant is to submit an application, documents of a legal entity, indicate the territory in which the communication service will be provided and the period during which the license applicant intends to carry out activities in the field of communication services. To turn on the radio station, you need to get permission to use radio frequencies in Rossvyaznadzor.
