How to open a lottery

Various paid and stimulating lotteries are becoming very popular. However, their organization entails the execution of a large number of documents and the need to comply with the requirements of the legislation on lotteries.

Register as an entrepreneur or legal entity. Get a license to operate.

Make a lottery plan. Decide which lottery you will be holding - self-paid or stimulating (an advertising campaign aimed at increasing sales volumes of a particular product or service). If you hold a promotional lottery, tickets or coupons are distributed free of charge (for example, they are glued to the packaging with the goods). Paid lottery provides for the sale of lottery tickets.

Develop rules for participation, the order of the prize pool, the conditions for receiving winnings.

Get permission to conduct a lottery at the tax office.

If you are conducting a promotional lottery, decide on the site on which full information about the action will be posted, the rules for participation, the results of the draws (in the case of the draw lottery). Information on the results of the lottery is recommended to be placed in newspapers.

Make a mock lottery ticket. On it must be printed excerpts from the rules of participation, the order of the draw and the conditions for receiving winnings.

Find a printing office to print lottery tickets. It must be licensed to print counterfeit-protected products. Agree at the printing house how the lottery ticket will be identified in case of a win, discuss the features of the examination. The legislation of the Russian Federation imposes special requirements on lottery tickets (the Federal Law "On Lotteries", orders No. 14 and No. 65 of the Ministry of Finance of Russia).

Decide how you will distribute the prize fund of the paid lottery - as a percentage of revenue from ticket sales or the presence of a super prize. Under the existing Law on Lotteries, the prize fund cannot be less than 50 percent of the proceeds of the lottery.
